Best Value
A steering committee has been formed to oversee the Best Value
process and the terms of reference is set out below.

Terms of Reference
The Best Value Toolkit, which has been approved by the relevant
Boards, identifies a need for a group to steer the Best Value process.
The steering group will have no decision making powers. Its purpose
will be to monitor the Best Value programmes, which have been agreed
by the Boards and to make recommendations on issues such as service
areas to be included in future Best Value programmes. The group
will also offer support and guidance to the staff that are leading
reviews and ensure that a culture of Best Value and Continuous Improvement
is embedded within the organisation.
The membership of the steering group will include:
* The Group Director of Operations
* The Best Value Manager
* A Board Member
* A member of the Tenant Forum
* An external stakeholder
* The people chairing review groups
The group will meet quarterly.
Specific Tasks for the Group will be to:
* Recommend service areas for review to the Strategic Management
Team
* Recommend people to chair review groups to the Strategic Management
Team
* Consider Terms of Reference for reviews prior to consideration
by the Strategic Management
* Team and the relevant Boards
* Receive progress reports on reviews, ensure that the reviews are
following the guidance in the * Best Value Toolkit and act as a
"critical friend" to the review groups
* Consider the final reports of review groups, prior to consideration
by the Strategic Management Team and the relevant Boards
* Consider a further report one year after a review to ensure that
the recommendations have been implemented
* Consider the outcome of Tenant Inspection
